What's wrong with my severums?

Just got these, too good to pass up as they are beautiful fish, but now they seem to have developed some type of fin rot or issue just on their side fins and back fin. Didn't notice it yesterday, so I think it's something new. They are in a fairly new 400 gallon tank that is not fully cycled but all tests for ammonia, nitrites, nitrates are fine. They are in there with a half dozen goldfish, 3 small bala sharks, and 9 tinfoil barbs, which all look fine. Is it ick? I thought ick are small white spots that attach to the body as well? Just want to get these guys healthy as quickly as possible. Any help is appreciated. Here is the best pic I could get:

Not easy to see in the pics. How are they acting? They could have just been picked on a little when you werent around
 
It's not from being picked on for sure. They act fine, they are eating like crazy even though they are new to me, and they are not scratching their bodies on anything either. It's weird. If I didn't notice this stuff, they would be considered totally perfect.
 
If nobody else in the tank has it can you pull them and quarantine them in a smaller tank you can treat?
 
For 400gals it would take a lot of meds. For the most part they look fine. I would just make sure the water is super clean, raise the temp slightly and add aquarium salt.
 
Well I learned something else today. Don't put fish in a 400 gallon tank with complex branchy driftwood if you plan on taking them out. No way possible to catch any of these suckers to move to another tank. My daughter wanted a tank, so I got her a 55 gallon for her room and we were going to keep the severums in there to breed, and I figured we would move them sooner and treat them in that tank, but that is proving to be impossible. The 400 temp is still climbing, and up to 83 or so right now. I only have 2 300 watt Jager heaters, so it is taking some time to heat up. It looks like ick or something similar, and is more pronounced now. Hopefully this will do the trick. I am really starting to like these fish, and 8 all around the same size will be hard to find again. :(
