Whats wrong with this pic? Can you see it?

That's definitely not a sea turtle; it appears to be a slider of some sort, and there are no sliders that are native to that area.
I vote photo shop, the plastic looks new the turtle is older (the size) the plastic should photo degrade in the sun and be white and very brittle.
With the exception of the plastic, all of those breakdown times are very inaccurate.

I see a few things that jump out.
We assume it's a beach along the ocean b/c of the Surfrider Foundation.... but it could very well be sand next to a freshwater body of water. The turtle could also be sitting in sand under human care as a rehab/rescue. I've seen turtles (sea turtles and FW turtles) in that shape from entanglement. Even had a few manatees come in looking like a figure 8.
When did orange peels become "litter"? And those 'break down' times seem made up.

dont think the figure 8 turtle is photoshop... i know for a fact that it was a thing back in asia... turtle farms will tie the turtle shell on purpose to make a figure 8 turtle.
