I think they vary a bit, obviously some have better colours than others. Here's a male belonging to a friend, its got amazing colour, even better when its angry. I'm trying to find a nice female to breed it to.

BINGO!

If that sal is anything like mine he must have amazing color all the time, cause mine is PO'd constantly.

males are generally more colorful too.

Incorrect, Females are much more vividly coloured.

Personally I'd purchase them and after a week of high quality water and a good diet they'll be starting to colour up.

Correct.

I purchased mine at around 1.5" and they were still a little dull looking but it didn't take them long to start to color up. One thing to remember is that males wont color up as well as a female because they aren't nearly as colorfull. Female lots of bright yellow and red, male dull colors but lots of blue spangles.

Definitely want a female - that's where the color is at!

Here's my late 7" (yes, that's SEVEN inches) Salvini - her name was Elvis (named her before I knew she was a she) because she was the "King" of the tank!

She looked like hell when I got her - almost ZERO color - poor fish was Sardined into a 14 gallon tank!

Here's a photo from about 1 month after I brought her home:

And then about 1 month after that:
