Just keep the cheap fish in the tank for 3 or 4 weeks. Don't be impatiant. Keep something stupid and cheap in there, and do weekly water changes. I don't use ANY chems if I can help it. When I'm trying to start a new tank, I get some of the lfs's gravel. That seems to speed the proccess a little bit. Other than that, just be patient.
