Where can one go collecting legaly?

So I am a fairly avid diver, and thinking about a dive trip next winter that is not in mexico. However if I could collect some nice rock/corals/inverts what places allow you to do this without the threat of being thrown in jail? I'm open to any place in the world that is tropical, not hostile and not too remote (so I can find shipping).

Yup. Also just to clarify by hostile I mean politically/socially. I.E. there might be some great stuff off the coast of somalia and no rules about collecting but the point of the trip is no to end up on the new having my head cut off. =D
 
this^, but i would go to israel instead, idk about the regulations though

I looked into it but with the exception of a handfull of species (invasive ones) collecting just about anything from FL/Keys is uber illigal :(

I will deff look into Egypt/red sea and also Ino pac areas.

Really? My dad and I collected a bunch of invertebrates while we were in Florida this past Thanksgiving Break; all you need is a valid recreational saltwater fishing license and a knowledge of the general regulations (see page 5). of course then, that was on Sanibel Island, and I think that the regulations aren't as strict there as they are on the Florida Keys...
