where to place filters?

will drilling the holes in the bracing like i want to do weaken the bracing to much? the holes will be 1 3/8" the 2 outter braces are 1/2" thick and 6" wide the center brace is 19" wide 1/2" thick

A different note: I've seen many people placing their submersibles horizontally and it looks good but on the back of my heaters box it says it provides inappropriate heating any ideas????
