Which fish is best for small tanks 20 gallon or less?

What is the best centerpiece fish to keep in a 20 gallon or less tank?
Apistos?
Bolivian rams?
Blue/Gold rams?
Dwarf Puffers?

I'm a big fan of killie fish, with a couple/3 small corys on the bottom (I like peppered corys). Also, a heavily planted tank with a single male betta and a few corys does well...

Puffers. The only problem is that you couldn't keep any other fish in the tank. Not even a second puffer.
