Which is better for plants?

Just take your pick, both would work well for live plants. The 10K will look whiter with a hint of blue, so it's more appealing to most. You could always get both if you have a two lamp fixture.

What does it mean by full spectrum? Whats the K value of that bulb? This is for my 20 gallon long planted tank, so I think this is the best lighting ballast I could get for under $55. Would it also be best to replace that full spectrum bulb with a 10,000k T-5 Bulb?
 
I don't think there is actually any data that shows certain color temps are better.

The full spectrum bulb is fine. That fixture should work well, the bulbs are 30" which is good.
 
There should be enough to grow both hairgrass and glosso but the glosso might not grow as tightly to the substrate without a higher lumen output or CO2. The glosso will tend to grow upwards if it isn't getting enough light.
 
ive decided i would like to grow some hair grass because imo it looks nicer as a carpet and glosso seems more difficult to grow also. thanks for the help guys.
