which puffer is best for a 55 gallon?

Really depends on what sort of puffer your looking for... but i have to say, the Palembang once fully grown will fill out your 55G a little better than the congo, although i'm sure your congo (if you go that route) will absolutely love the space... even though they are lurkers...

At the end of the day though, it all really just depends on which puffer you personally prefer more...

I want to have the most active puffer I can have in a 55...I want a fahaka but they just simply grow way to big
 
^ No where near... considering the ABSOLUTE min would be a 125 for a singleton...

But to the OP, if your really looking for an active puffer i would suggest looking at maybe some of the smaller species, coz the ones you mentioned are known lurkers, and depending on the individual puffer, they may not be active at all...

Soi was thinking about it and I have been considering getting a fahaka

The only question is would he be okay in a 120(normal footprint) for life?
 
Just curious, what are the dimensions for a normal 120G???
