If everything is that expensive there you might want to look into something else. You are going to spend so much money on lighting just for one anemone. They are pretty difficult to keep and if you are asking things like "do I need a thermostat" you should probably just start slow and try your luck keeping a pair of clownfish and 6-9 months later when you have learned more, then think about getting proper lights, a protein skimmer, and then an anemone. I don't mean to put you down or anything but saltwater inverts are very delicate and you need to be patient and take everything slow with saltwater, otherwise you'll just be wasting money. www.reefcentral.com has a forum specifically for clowns and anemones where you can get all kinds of answers to the questions your asking. Check it out and by the time your tank is ready for an anemone you'll be an expert on them.

This marine fish keeping is really an expensive affair!
Okay i got some both dead and live rocks..
Now either i have to change like 5 gallons per 2 weeks or get a skimmer.
Which are both expensive!
For such a small tank. Too many expenses.

Okay Buddy! Clownfishes dont need anemones to survive?

Clowns dont need anemones to survive in captivity. In the wild, that may be a different story.

Get a good heater, try to keep the tank at a 79-80.

If you are doing a fowlr, then lighting doesnt matter. If you are doing corals, lighting needed will depend on what corals you want to keep. Some corals are so simple that a string of t12s or t8s would be enough.

I reccomend you get a skimmer.

And test test test your water.

Thanks,got the heater. no corals. Everything is illegal here, i have around 8-10 lbs of Dead rock! no Live rock AT ALL. i think it will take atlaeast a month to cycle! is it?
i read in nano reef.com that i can speed up the process of cycling by adding a small piece of dead uncooked shrimp, will it help?

If all the rock you have is dry and dead then yes you should add shrimp or something to start the cycle. Like heathd said, clownfish do not need an anemone in captivity and some will completely ignore one even if it is there.
 
For a small tank like that you will be fine with just throwing one shrimp in. Just let it in there long enough to start to rot and that will do it.
