While cleaning his tank..

1 oscar in al 20 gallon(75 liter) and its bigger as his hand.
its a shame..and u got a 55=200liters(also to small for a oscar but ok,,he can turn his ass in the tank...did u never say to ur neighbour,,that his tank is to small??

in my 20 gallon ive got little 2"nigrofasciatums 1 couple,an a few small corydoras,,
the minimum for a couople oscars is about 150 gall..because they are big eeaters,,lots of proteine in the tank,, and its nice they can swim as well
 
--yes guys i have talked to him about it.. and as i said he has a 120G sitting in his room but he is waiting on the stand to come in the mail!!
--Yes our backgrounds are similar but no they are not the exact same.
--The net is about 4-5" wide because of the size of his fish.
--yes his tank has some algae but as i said before we took this while he was cleaning his tank!

His stand can't come soon enough IMO. You made another post stating your neighbors' Oscar has Hole in the Head Disease and posted this pic.

But now you're showing us your neighbors Oscar and it's a different one. So he has 2 Oscars in the a 20 gallon tank and one has HITH? Also the water quality seems pretty bad judging by how brown it is. With 2 Oscars in a 20 gallon, he should be doing 50% water changes daily until his 120g tank is set up. If not his HITH probably won't clear up and get worse and the other Oscar will start to get it too.
