White film build up inside sump

That's calcium precipitate. Calcium bonds up with different things in the water and you get calcium "salt" chains that look like a milky film. Clean it off with a rag and you'll be fine.

Fungus looks almost like a dandelion seed and wouldn't build up in your sump unless you had serious water quality issues. The water just moves too fast. Breaking it up with an airstone or even with your hand will encourage it to redissolve in your tank water.
