That has nothing at all to do with your water changes. It's a bacteria that is introduced to the tank. One of those things that is always there, and sometimes gets around your fish's immune system.

Any of the drugs that target gram negative bacteria will clear it up.

increasing regular water changes decreases nitrates, nitrites, and ammonia. this decreases the stress level of fish, increasing their immune system and ability to fight off disease and infection. this also helps to prevent the disease in the first place.

I don't believe that water changes have nothing to do with a fish's immune system. I can almost guarantee you that the cloudy eyes have nothing to do with bacteria but just that the ammonia "burns" the eyes. When ever I neglect my fish and the ammonia level gets high and the eyes start to cloud, frequent water changes to get rid of excess ammonia always fixes the problem. Ammonia is not a bacteria problem. it is generally too much food that beneficial bacteria can not take care of, The Doctor. Also, I've never had to use Melafix or any other medication to fix a problem that's not caused by bacteria or viruses, The Doctor.
