Who's the 'boss' of your tank?

my tiger oscar bullies everything, including my shovel nose and arowana (which are both MUCH larger than him)
I just find it odd because the oscar was born without a tail so he has horrible motor skills and I am pretty sure he has a neurological problem or something because, at lease once every minute, he has what appears to be fish seizures.
However, hes been doing this for about 3 months now, so it no longer concerns me haha

I would have to say my ornate bichir rules the sand and my oscar is boss of the rest of the tank.
my 4-5 in tiger oscar Pete is the boss. he chases the corys around when i put live food in there and he ate a cat fish i put in there and it swam in the top water.
