They're illegal because they're on the U.S. Endangered Species list. The Lacey Act only prevents the interstate/intrastate commerce in animals that were already illegally bought/sold. Asian aros do fall under the jurisdiction of the lacey act though, because they're illegal for import/trade/sale under the Endangered Species Act.

If the aro was chipped and legally bought in Canada and transported here, you would be fined under the ESA, not Lacey because it is legal to purchase a chipped aro in Canada. If, however, the fish was not purchased legally, and does not contain a chip, then you are under Lacey. The ESA has much stiffer fines. $250,000 USD, for the ESA vs. the $20,000 USD under Lacey. Both carry a maximum 5 year prison term.
