why are so many rays without scientific names?

what does it take to give an animal scientific name? I always thought that all you had to do was to publish an article with their description in a peer reviewed journal. then why do we have some many rays and catfish without proper names? Is there more to it than that?
 
i am talking about p14, pearl ray, china ray, and a bunch of fake hystrix rays from peru
 
I thought P14 was Scientific (enough), it seems universally accepted for Catfish in terms of P numbers, after all it is so that we are without doubt what they are.

I agree that Pearl is an oddity and owning one I would be interesed to know a more scientific name....is it a morph of motoro etc....?

Should become a decent thread.....

L numbers are used in place for scientific names. The fish has been discovered, but not scientifically described. Once scientifically described, the L number is removed.

It must be a very lengthy process to scientifically describe a species.
 
yes, P and L number are not names. they are there to only describe an unknown fish
 
no, i think itaituba is where the ray is collected. Pearl rays dont have official scientific names either. dont look for it.
