Just like the title says, why are they illegal in California. I think freshwater rays are cool and wish I can get some. The Doctor.
FW stingrays of the family Potamotrygonidae are listed in the California Fish and Game Commission Regulations (14 California Code of Regulations 671) as "detrimental animals" (D). Species given the "D" designation are listed because "they pose a threat to native wildlife, the agriculture interests of the state or to public health or safety."

Was there a time when they were legal in California?
The statutory authority for the California Department of Fish and Game to regulate importation, transportation, and possession of restricted animals has been around since 1957, but I don't know when FW stingrays were added to the Fish and Game Commission's regulations. My guess is that they've been there since the beginning.
