Yepp test your water and definatly add an airpumpwith an airstone. To crate some surface aggitation which will help to increase the amount of oxygen in there. Or failing that add another filter with a venturi valve such as the eheim aquaball series.

If you have two powerheads, point one up a little bit so that the surface is stiring, this will exchange gasses.
I dont like airstones for one plausible reason, they make the water in the tank evaporate at an accelerated rate. doesnt sound bad, but remmember that trace elements dont evaporate, so as you replenish your watersupply, you make the water harder and harder.
