WHY IS IT SO HARD FOR TIGERS TO BREED?

The shed aquarium here in chicago was the first to ever breed tigers in captivity. They are HUGE!!!:headbang2
 
the sizes they need to be.. and the size tank... you not gonna breed them in a regular tank like other rays...
 
and i have yet too see any proof of captive bred flower rays.... as far as i know nobody has ever bred them...
