Why is my water cloudy white?

Sounds like when you removed the substrate from your tank you removed it all at once and removed a lot of bb. Bb not only live inside your filters but a lot of it lives in the substrate. The white cloudy water is from a bacterial bloom and no amount of water change will fix it. You now have a cycling aquarium and it will take time for the bb to repopulate back to the level that it was before you removed the sand. Go light on feeding and keep a close eye on parameters for the next few weeks. You should be fine as your cycle didn’t fully crash.
 
UPDATE:
I opted to add the oyster shell/crushed coral substrate back, with a new 48" under gravel filter. The UG filter is connected as one, I used only one riser with a powerhead on it. I put the UG filter and substrate in with fish in the tank and full of water. That was a first. I then add bio bacteria as per directions after a 50% water change. It took the better part of a day, but it seems to be doing well. I have 3 different filters on it now. UG, HOB and the in tank bio canister filter I made.
Thanks for all the help explaining what was going on. I could not have done it without all you "Monster Fish Keepers." It is getting ever clearer with each day.
