vinegar isn't a strong enough acid to get limestone to bubble. If that was the case you could use Coke or lemon juice which have roughly the same pH. I don't know why this old wives' tale is still around.
What you need to use is something a bit stronger. Namely, Hydrochloric Acid. If there are any hardness builders in your stones you'll see it bubble. Try it out on a bit of limestone if you think I'm talking nonsense
 
In geology, it's called a vinegar test. However, the acetic acid used for testing is much stronger than the 5% to 8% of acetic acid contained in grocery store distilled vinegar.
And, you're correct, the hydrochloric acid test will yield immediate and easily discernable results.
