Will a non powered sponge filter build beneficial bacteria over time ?

So there is a betta fish and don't want to disturb him so much with the bubbles of the sponge filter . But I want the beneficial bacteria...Will it be effective if I just put the sponge filter in the tank without the air pump connected ?
 
The whole idea of a sponge filter is for the air bubbles to allow the movement of water through the sponge and thus filtering it.

To answer your question though, yes, BB will grow on your sponge, just as they will grow everywhere else in the tank. But if it's not rigged up to an air supply then it's not really fit for purpose, unless you have other filtration in the tank as well.

Without the airflow pulling the water through, it wouldn’t be much more effective than adding an aquarium decoration. But, there are other ways to reduce the disturbance. First, start with a smaller air pump appropriate to the tanks size, add a valve to the airline so you can turn the airflow down to where it isn’t being disruptive, and I really like Hydro Sponges because they allow you to attach an air stone inside so the air bubbles are finer and less disruptive than the bigger bubbles coming straight out of the air line.
 
A low power sponge filter shouldn't disturb your fish too much.

Hello; With a betta I always had some sort of surface agitation going to prevent the protein film that can form on the surface of still water. I have used both UGF and sponge filters this way. The bettas did fine.
most any solid surface will work unless there is a specific reason you want a sponge. My guess is without any flow the bb will be only on the surface anyway. may as well use something that looks better.
