Only time will tell. Give it a month or 2. If you dont see any kok development by then, it most likely wont develop anything huge.
Yes he is very pale and that could be because he is a little stressed because he is new but probably because of your white sand. I recommend you remove the substrate or if you have to have it go for a black or red sand. Yours looks to be related to the vieja so the kok growth is usually prolonged so it could take a while if their is going to be any kok. Don't expect fast kok growth like an srd. Like Tsn said only time will tell.
