Wow i'm not usually one to flame someone but... Your and idiot. Not only is your tank too small, but it looks like you haven't done a water change, let alone topped off the water for about a year. Let me guess. You have a big filter on there. Probably one with two waterfalls instead of one right?

Clean up a bit, and do a water change, clear your schedule for a few hours..At least top it off. Thats rediculous.

FYI the water is not dirty as you are saying.
the reason why the water looks like that is becoz i treated it with Gill, Fungus, Parasite's Special Formula a day b4 I took those pics. I didn't fill the tank with water yet coz due to its treatment... I clean my tank a least every other week guyz... this tank has 3 filters on it and each has its own Submersible Pumps... i just barrowed the other filter coz my other tank's filter got broken that day...
