I have a T.Exilis Woodcat that is now about 3 inches that has been in a 10 gallon for 6 months and is about to go into a 90 gallon.
This is what he is meant to look like. 1381556He has a single white bump on the top of his dorsal fin here.

All of his fins apart from his tail fin are rather tattered and I am afraid that he has some sort of fungal infection. I will try and post more pictures of what he is looking like later.

Do you have driftwood or any ornaments in the aquarium? Are there any tankmates? I suggest keeping the water clean.

Only tank mates are a snail and a shrimp. I have a terracotta cave and one piece of wood for hiding places.

Yes sometimes fins will get tattered from fish trying to cram in a tight spot. Just keep water clean and maybe increase wc's.

Is there any medications I could use? I’d did a strip test and my Ammonia and Nitrites are 0, Nitrate is 18

My dad (who also keeps fish) suspects the white bump may be a scar from if he scraped or bashed his dorsal fin during one of his rare high energy moments where he zooms around the tank during feeding time

The white bumps on his actual body are natural markings as you can see from the picture I supplied in the picture in the original question
