Yes I think so, I hate "pet shops" any one with dogs cats hamspters even if they are good and clean it makes me sick. I have been in some real bad stores, ones that make you want to take a shower after you leave!. I feel so bad for some of the pacu and oscars I have seen in the past they seem to be the most abused of all. I wanted to save a $20 senegal at the one store, but I didn't have the money on me at the time. I went back a short while later and the store was shut down. I felt bad, I have no idea what happened to all those poor fish and animals.
 
You wonder if they actually continue to sell fish in tanks that dirty...

My guess is that they do. Just look at Wal-Mart: people continue to buy from them.

...which is a great incentive to change (NOT!)

i have to dissagree, the store i work at has fish, birds, small animals, reptiles, puppies, and kittens and i can assure you that each and every animal that we have is extremly healthy

Just because a fish store does not sell just Fish does not make it a bad pet store.
 
i have been to a pet store that has the best fish department around me, and also sold other pets. granted the fish were kept in the basement and was pretty much completely seperated from everything else.
