would a 400g tank be ok on the second floor?

My basement is concrete.
 
Go buy a welder and some steel I-beams support the floor with that. THe structure is gonna take up a lot of rrom though
 
I think if you had originally wanted it in your basement it will eventually be there...... once the floor fails! That's a lot of weight being supported by your floor joist. Reinforce your floor support structures or down-grade to a 125g. or 180g. acrylic tank. Just my $.02.
 
wood could hold it, but if i didn't build it, i wouldn't trust it. your situation, i'd say ditch the tank if you can't put it in the basement.
 
I once had a half filled 180g glass tank on a second apartment with wooden floor. The reason it's half full is because the floor was wrapping when it was 3/4 full.

The weight of an 180g tank is like a car. Yours would be close to 2 cars. The floor will collapse.
