Would all these fish be compatible?

Post pics... I have the same tank you have but in saltwater. I highly doubt your redtail cat has plenty of roon...when the width at its shortest point is 12inches...and widest is 18. IMO i would eighter upgrade to a much larger tank or give away some of your fish...

Too much to clean up.

Pluck your tank is badly overstocked and to answer your original question no those fish are not appropriate to be kept in the that small a tank aside from the Oscar, the Sun Catfish, and maybe the Pleco. I would also be cautious as the spotted stingray might not a be a true FW stingray regardless if you have the housing to keep it.
