would any sharks be suitable in a 480gal

You might be able to start out with a young coral cat, eppie, or bamboo shark, but I would not recomend that tank for any adult shark or ray. Aside from the obvious problem with swimming room, it would be difficult to keep high enough oxygen levels in a tank that tall. Unless you plan on getting a wider tank in the near future, look into something like batfish.

Where would one even find an izu catshark?

They're fairly hard to find - usually they need to be imported from Japan, unless you can find a breeder with pups to sale. Actually Crumbs (Chris) - has a trio of Izu cats and I believe he had some pups earlier this year.
