As stated, desk lamp with screw in CFL's. The package should say "daylight spectrum" which is usually in the 6500K - 6700K range. You could also buy a standard hood for a ten gallon which has screw-in light sockets and screw the CFL's into that.

Most manufacturers will not list what wavelength their bulbs produce because they generally produce way more than just one specific wavelength. That's where the Kelvin rating or "color temp" comes in. It's kind of an average of all the wavelengths put out by a certain source. Also it's important to note that plants use and need both red and blue light for photosynthesis, not just one or the other. So a well balanced light source that has both wavelengths in the 400-450nm and 650-700nm ranges is ideal.
