I dont think the pump thing is necessary but since youd prefer to use it- I think you need more head lift- since the garbage can itself is probably around 3' and your tank is more than 12" tall, it may be able to pump 4' up but it wont be as quick as youd want it to be- if you have a sump get a similar sized one for your can or whatever size is recommended for your size tank
also dont forget to put the wheels on a frame first- you dont want to pull the hardware for the wheels through the bottom of the can or splay the wheels out when its full
