Brighter the better for water hyacinth and water lettuce, not so much for dwarf water lilies, you will need some clearance between water surface and tank lid for any surface plant, rooted or floating. Once you have the plants inplace you can bump up the lumens a bit as the plants shade the water. You'll find that fish like FW barracadas like lurking under the leaves and darting out for prey, pretty cool.
