That critter is a hydra. It usually gets introduced by hitchhiking on plants or in live foods. They do have stinging nematocysts on their tentacles and can capture fish fry. Their usual diet is much smaller, though. Hydra reproduce asexually (budding).
Removing hydra can be accomplished by several means:
1. Removing your fish and raising your tank temp to 106F for 48 hours.
2. Fluke tabs has been found to be highly effective in eradicating hydra.
3. Hydra are intolerant of salt. A salt concentration of only 0.3 to 0.5% will kill them off.

Yep, it's a hydra as Phil said. They're tiny cnidarians, like sea anenomes, jellyfish, and coral.
 
That is a freshwater octopus. They are uncommon. It will definitely swallow your turtle whole. :ROFL:
