If the lights are for a car they run off of 12 volt DC power. There are TONS of inverters that will take your household current (110 volt AC in North America and 220 volt AC in Europe and Asia) and produce 12 volt DC output. The important thing to find out is the amperage used by the lights. You will see that in the spec area of the lights. It will often say something like "input 5 amps 12v DC" on the back of the box.

When you know the light amps then you need to get an appropriate capacity of inverter. You can get these easily at Radio Shack.

He needs a CONverter, NOT an INverter. A converter will make 12V off of household current. An inverter does the opposite and make household AC current from direct current.
