I ordered a male and female today and he said he should have them buy the 2nd week in september when we get back from vacation. They catch them at 7-8" across so that should be a good size.
 
You should be fine adding sand. If you do it several days before you add the rays, you'll actually be adding surface area for additional bacteria to grow which will help offset the new animals.

What you are thinking of is the law banning freshwater stingrays. Many like to say you can keep the Atls in fresh, but it's not true at all. I won't go into that here.

There are many saltwater rays that often times are cheaper and easier to care for than the FW rays. Yellow rays are very popular, and in FL are local, so they turn up more often for lower prices.
