Blackwater extract is supposed to calm fish down ... so if they're skittish and shy, it should help right?

Anyway, I reckon blackwater isn't absolutely necessary, but it might help. It just depends on your budget.

a 180 can house 9 reds easily, i would even go for 11 if i were you. just dont skimp on filtration

Sounds like a great tank to me. Decent size tank for fast swimmers plus comfort in numbers for characins is a good idea IMO.
