I'm not sure a pH of 6.5 would prevent your tank from cycling, though it may take a little longer. How long has the tank in question (not the one you're cycling) been established for? It certainly seems strange that you're getting zero readings on an established tank with a good number of fish in it. I'd certainly get the LFS or someone else with a different test kit to check it.
