No, the whole setup is headed for failure. The rule is 1" per gallon and its not accurate, and it certainly doesn't not apply for cichlids or large fish.
1. Oscars need a 48" x 18" minimum tank by itself, so it will be too big for than tank unless its 60g breeder.
2. What species of Bichir, most will outgrow a tank that size.
3. Crayfish and snails are fine.
4. Glass cats need to be in large groups as they are schooling fish and they prefer tanks with lots of plants.
5. Chinese Hi Fins are a large cold water fish and shouldn't be mixed with warm water fish.
6. Plecos, nough said........
7. Black Ghost Knives will out grow a 60 gallon as they get rather large.

You are incredibly over stocked. You should look into upgrading immediately. That tank is minimum for just one of those Oscar with nothing else in it! It's not even close to big enough for two O, not to mention way to small for a single bichir, or the chinese hi-fin. Do you have any idea how huge hi-fins get? Spite being slow growers, they can grow up to 3' long, not to mention they're cold water fish.

wut if i gave my oscars the bichir and the hi fin back to my LFS will the tank still work???? (with the crayfish and rope and blk ghost knife)
I agree with you for the most part, but a 60g is fine for most species of upper jaw bichirs.
The black ghost knife would outgrow the tank eventually, the only fish that could really stay in there long-term would be the ropefish, upside down cats, the bichir (as long as it's a small upper jaw species, check this link to find out what species it is: http://www.monsterfishkeepers.com/f...2852-A-visual-reference-to-Polypterid-species), and the glass cat (if you don't keep the bichir). I would get rid of the crayfish, fish and crayfish don't usually get along very well.
