Because currently the only source for WC festae, IS Peru. If FO isn't a must have, then I guess you can get either/or from numerous sources.
 
I doubt that anyone down in those parts gives a flying F either way where the festae are sourced from. :)

Do you have a link to an article where it says Ecuador has banned the exportation of ornamental fish? I spent a good while searching this and could find nothing that states this.

I am very curious because my wife and I have been planning a trip back to Ecuador (we met there in 1996) and I would sure love to check out some fish, or even have some shipped back, if possible.

You prolly missed it because it doesn't state ornamental fish, it states all wildlife... Which obviously includes any live fish...I posted one link on my quality vs trash thread already. But just Google import export laws in Ecuador and you'll find it.

In that part of the world the native species allowed out of the country can change on a monthly basis, so your best bet is to enquire when you arrive. That, or contact the Dept. of Fisheries in advance.

Import regulations::
Free import:
1. 300 cigarettes or 50 cigars or 200 grammes of tobacco;
2. 1 litre of alcoholic beverages;
3. a reasonable quantity of perfume;
4. gifts, personal effects up to the amount of:
- USD 200 if stay abroad up to 7 days;
- USD 300 if stay abroad from 8 days up to 6 months;
- USD 400 if stay abroad from 6 months up to 2 years;
- USD 500 if stay abroad from 2 years onwards (amounts are irrespective age of passengers).
Restrictions:
1. nationals of Ecuador and the USA may import firearms and ammunition if holding a permit issued by a consulate of Ecuador;
2. fresh or dry meat, uncanned meat products and all kinds of plants and vegetables must have previous permission from "Ministerio de Agriculturay Ganaderia".

Export regulations::
Free export of reasonable quantities of cigarettes, tobacco and national alcoholic beverages.

Prohibited: gold bars, antiques, narcotics, wild live animals and/or parts thereof.


**You can collect for research but must obtain a special permit, and I am fairly certain you must be a biologist to do so.
