I'd turn it into a habitat for Southern Painted Turtles and some schooling fish. Like maybe a massive amount of cardinal tetras.
 
Southern Painted Turtles would be pushing it since it's only 12" wide.

Pushing sure, but no worrying about atrophying the turtle's growth. Chances are his tank will go bust from old age before a SPT gets to around the max 6-10 inches anyways. Especially since the tank is already used.

Tanks don't just "bust" from old age. I have a tank that's around 20 years old, and I bet it will last for another 20.
 
The OP has posted a pic....there should not be any more questions about dimension...jeez.
I like the freshwater turtle idea as long as they are smaller like razorbacks or loggerhead.
