No that I know of. I think it was put there to cement how messed up he is. If you notice the top head the was the helicopter soldier's.

Now on issue #31. Yes the Gov has fishtanks with zom ie heads, taken right out of the comics.


Spoilerish speculation, since in the comics Ricks hand gets cut off by the Gov I think in the show if they decide to do the same it aill be Myrl who does it instead.
