First off bassguy gave awesome advice,
Secondly, there is only one ph level, high ph and ph are just seperate test, the normal ph test kit can't test upper ranges so api made 2, one is high range. If you showed 7.6 on low range then that's your ph.
No reason why you should be reading ammonia, there is a possibility you have a mini cycle atm, if you tap reads nitrates then that explains it, cause that doesn't necessarily mean you have the bb that converts the toxins to n03! Id start with a 50% wc, make sure temp matches tank temp, lower your tank to 80-82, make sure tank, filters and sub are clean but leave bio media alone.
You have only had the fish for a month, some can take awhile to acclimate, not having stable params will make it even rougher on him.
Lower temp, clean, do a wc, and tomorrow evening offer some food.

A lot of waste gets trapped in the gravel. That could be the cause of the high ammonia.
Leave the temp as is. Do a wc tommorow and clean the gravel this time. I'd do a 30-40% this time. Then continue with ur regular schedule...but always clean under the gravel.
