I'm going to go out on a limb and say thats probably cause stores don't want potential buyers to see just how "large" they can get, and also, its easier to convince people to buy more of "X" fish for their small tanks, even though they know it will outgrow it in under a year...

Also most LFS's won't take large Pacu's in as trade in so hence u see less large ones for sale. Well in my city they won't take it. They always make up excuses saying they don't have room for it.

Same in Hong Kong, no store will take in large fish that is commonly seen / sold, since A) they normally can't house these fish for long at the store, and B) The people who own tanks large enough to house these fish tend to also be quite wealthy and would rather own something like a Golden Aro or some other large expensive fish...
