Yes he is. I don't know if it was said in the show, but in the books, the three Baratheon brothers were compared to metals. It was said that Renly was copper, pretty to look at, but not very useful. Stannis is iron, strong, cold, brittle and unflexing. Robert was described as the true steel.

That seems like a very apt comparison IMO.
