but just to be devils advocate, when does fish and game have the resources to track folks down? these are always past to the law enforcement jurisdiction. You kind of sound like you got busted for no fishing licence and pissed about it. LoL

You can track someone down from a computer and a phone considering they found the illegal activity through social media

If you read the news article, a month before she did that, there were a few incidents people release those same tortoise into the ocean to save them. I'm not sure how truthful is that article, but when it come to turtle, majority will know them as red ear slider, some will recognize them as sea turtle from watching Finding Nemo, a few will recognize them as TMNT, or Squirtle. As for getting close to the water and place it down nicely, she lives it Gator land. I wouldn't blame her for not getting close to the water.

on a serious note, I was thinking something actually, I think this girl did the species a great favor. now that everyone is shaming her, awareness is raised and ignorant people learn that tortoises can't swim.

That tortoise's life was sacrificed so that thousands more could be saved.
 
yes, this person needed to be arrested and fined. leave the school girl alone.
that's a catch 22, if the authorities were notified they'd have to do something, because the next guy with actual malicious intent would turn around and say "that girl tony soprano'ed one of these turtles in the water and you didn't cite her! why can't I catch them and make a turtle shell necklace?!?!"

Are you sure? That looks like a disposal site for a restaurant in whatever that area, which serves turtle soup. I can tell from some of the carapaces belong to redfoot tortoise, which is not native, and some of the carapaces were split in half
