strange killer tetra?

Yeah,real snooks,not cichlids.The fish in question could be a juvenile of one of those species....but then he said that the fish has not grown in a few years.
 
It's probably a glassfish.

I think its a pretty good stumper, that large mouth and forked tail; its not a species offered for sale in my region often/ever. Definitely reminds of a brackish or saltwater species.
 
I remember GlassFish in my very first tank. I thought they were so cool :)
I think the body of the pictured fish is too elongated to be a GlassFish.
