Life Long White Tint To Water.....Any Advice?

I use nitra-gaurd myself, not the titanium though, you need to remove the biomass from the tank, most effective ways I've found was to use a HOB filter filled with floss and lifting the canister filter return above water and let it also trickle through a wad of floss. Get the stuff they stuff jackets with. Change the floss twice weekly either discord or rinse very well.
Have you tried uv on the tank, because if it's a bacterial bloom, only uv will solve that.

I have a UV on this tank, also im using an FX6 so i cant really let the outlet flow through filter media.

have a spare internal filter that I can add really fine floss too and ill add that to the tank.
 
In my experience you need a filter that water trickles through, a canister or internal filter deliver too much force and blows the biomass through the floss and back into the tank
