Scooped these out of a creek

You've done a good thing by getting them out of the wild but IMHO you are not following what you and your organization preach.

Perhaps I'm too dense and you can further explain how is it that you got them in your fish tank and this is legal.

I do concur with the lost cause and all.

If you are going to scoop things out of a creek that may have snakeheads, take a jag of bleach with you. You'd not have to imitate some kind of dance trying to stomp 1000 wigglers on the shore :) Or better yet, just wrap them tight in a plastic sack, they will suffocate soon.
 
Keep in mind that it's illegal to transport live SHs anywhere in the US. The only legal way to transport them is with the heads separated from the bodies.

I've been reading those laws though I don't know them quite as well as Oddball, loving channas and it being the only reason I haven't moved to the US (believe it or not).

I am pretty certain the second you picked them up from the ground and put them in your car/truck, you commited a crime. Whatever organization you may be part of, I cannot see how it would be otherwise.

I'd like to be proven wrong, though, as this would give me a lead to explore to ever being able to move over the ocean. :)

you cant own them haha. transporting them alive is a crime regardless of what you intend to do with them once you get them home.
 
We had a member in Florida (but, I think he was from another state) a while back that was caught placing live game fish in his vehicle. He did so in a cooler with water which the officer indicated the act was concealment with intent to traffic. He received a ticket but, I can't remember what the court results were. I guess the safe bet is to not try to skirt the laws as written.
