Most will get chomped, I've heard otos too though, so it may well work
I've looked for information on Dwarf puffers from a lot of sites, and what I've seen from all of them is if the tankmate is fast enough it should be fine.

From experience, I'd dispute this; it's not that other fish aren't fast enough, it's just that puffers tend to float up; then take a large bite. Due to their small size, they aren't really noticed either. It's your prerogative though

I've heard shrimp are a gamble. Are there any specific species that work best with Dwarf Puffers?

Heard mixed stuff on this, I'd say the overwhelming chances are that they get dismembered then eaten, unless you have a rare dwarf puffer that pays no interest.

So I can only keep otos with them?
 
Are dwarf puffers the same as pea puffers? I have seen some "pea puffers" at my LFS and their info says that they only get between 1/2" to 1" long.
Just different names for the same fish.
