Whats minimum for puffers?
I thought they were on your list of unwanted fish.
that is not a puffer
They won't chase like a snakehead :)
Pea Puffers can be kept singly in less then 10g, a male with three females in a 20g.
A lone mbu would need 800+gallons with at least 3ft of width and depth.
There are many puffers between these two.
(I have never kept puffers)

Why are feeders important?

You can either do a handful of dwarf puffers in there or a red eye puffer can go individually. Word of warning, they will not eat pellets and need a regular supply of snails, seafood or whatever crunchy foods you can find.

Yeah I believe it to be pretty uncommon, I think another member on here had one that would take pellets as well
Yeah I wouldn't count on it, at bad shops here they only feed dry stuff and the puffers starve

Panchax killifish, belonosox belonosox, microctenapoma, altolamprologus (any one), some lamprologus/neolamprologus, any elassoma, three spot gourami, madtoms, Those will all eat half grown guppies. if you count mosquito larvae as feeders, three list will expand to include just about any small fish.
 
I would do a polycentropsis abbreviata (African leaf fish) they can be with west African dwarf cichlid or gouramis and will eat small fish, they only get 3.5" and would be an interesting tank
 
I like the belonesox belonesox, madtoms, and lamprologus/neolamprologus. I might go with madtoms.
